Sean P. Canning is the 9th Chief of the Lincoln Park Police Department. Chief Canning was appointed Chief April 1, 2005.

Having been appointed in 1985 as a Patrol Officer. Other ranks and commands he has held have been; Detective in 1990, Detective Sergeant 1991, Patrol Sergeant 1993, Lieutenant in charge of Operations Division 2001, Captain 2003, Deputy Chief 2004 and finally acting Chief September 2004 until the appointment to Chief of Police.

Chief Canning is a strong proponent of Community Policing and public outreach as well as the "Broken Windows" theory of law enforcement. This was so successfully employed in New York City under Mayor Giuliani. This translates into enforcement of minor offenses before more major crimes and offenses become tolerated and permitted by a community at large.

Equally important is the advocating of community service. While all calls to the police department for service are not of equal emergency important. All calls for service made by a citizen ARE vitally important to the person who calls and should be treated as such.


A Message from Chief Canning:

The members of the Lincoln Park Borough Police Department are committed to providing law enforcement services that are fair, effective and impartially applied. It is in the best interest of everyone that your complaint about the performance of an individual officer is resolved fairly and promptly. The police department has formal procedures for investigating your complaint. These procedures ensure fairness and protect the rights of both citizens and police officers.

Your complaint will be sent to a superior officer or a specially trained internal affairs officer who will conduct a thorough and objective investigation.

You might be asked to help in the investigation by giving a detailed statement about what happened or providing other important information.

All complaints against police officers are thoroughly investigated. You will be advised in writing of the outcome of the investigation.If our investigation shows that a crime might have been committed, the county prosecutor will be notified. You might be asked to testify in court.

If our investigation results in an officer being charged with a violation of department rules, you might be asked to testify in a departmental hearing. If our investigation shows that the complaint is unfounded or that the officer acted properly, the matter will be closed.

How to Make a Compliment or Complaint

1. If you wish to make a compliment or complaint about the actions of a Lincoln Park Police Officer, civilian employee, or about any aspect of Lincoln Park Police operations, please

1. Come to the Police Department, 34 Chapel Hill Rd, and tell any employee that you want to make a compliment or complaint.

2. Call the Police Department, 973-694-5533, and tell the person answering the phone that you want to make a compliment or complaint, or

3. Write your compliment or complaint out and mail it to the Chief of Police, Lincoln Park Police Department, 34 Chapel Hill Rd Lincoln Park, NJ 07035.
4. The designated internal affairs officer is Lt. Mark West, call him at 973-694-5533. If he is unavailable any officer is directed to accept your complaint.

2. If you wish to report a complaint, a Lincoln Park Police Supervisor will assist you in filling out a Report of Complaint Against Police Personnel form. This form asks you to identify yourself and then to give specific details about your complaint.

3. Your complaint will then be investigated. You may be contacted and asked additional questions about your complaint.

4. You will be contacted telling you that your complaint has been received and that an investigation is being conducted.

5. You will be contacted with a status report on your complaint after 15 days if the investigation is not completed

6. When your complaint has been investigated, the Chief of Police will review the investigation and contact you (either orally or in writing) explaining the conclusion of the investigation.
