2010 INTRODUCED BUDGET

                                                    
The Municipal Clerk is a statutory position (more info) and under Lincoln Park's form of Government, Faulkner Plan F, the Governing Body appoints the Clerk. The Clerk is the direct link between the residents and the Council. The Clerk's duties are Secretary to the Municipal Corporation and the Governing Body, Chief Administrative Officer in all Elections, Coordinator and Records Manager of local archives and records retention, the Licensing Official for licenses including alcoholic beverages, raffles, bingo and other games of chance, and other duties as imposed by Statute, regulation or Municipal Ordinances and Maintains copies of all official Records. 2010 Municipal Data Sheet.

The Clerk is the Election Administrator and as such is responsible for the majority of the Election Process at the local level. Below you will find some general information along with a few important dates and deadlines that you may be interested in. The accompanying forms are also included.

Registration Deadline, (effective January 1, 2006) is 21 days before any election

"No Excuses Absentee Ballot Application" (Absentee Ballot Form)
In New Jersey, any registered voter can now vote by absentee ballot for any election without a reason. Simply click on the link for an absentee ballot above, print out the application and mail to the County up to 7 days prior to the election. You may also apply in person to the County Clerk up until 3pm the day before the election. If you do apply for an absentee ballot, you WILL NOT be permitted to vote at your polling place in the same election. After you have submitted your application for an absentee ballot, the County will mail an Absentee Ballot to you.

Party Affiliation Declaration Form
Declaration must be filed no later than 50 days preceding the Primary in which the voter wishes to vote. A newly registered voter, an unaffiliated voter or a voter who has never voted in a primary election, can affiliate with the party on the day of the primary.

I. Resolutions:
By definition, a resolution is any act or regulation of the Governing Body that is required to be reduced to writing but may be finally passed at the meeting at which it is introduced as opposed to an ordinance which requires two readings. The legal effect of a resolution is the same as an ordinance. Every resolution must appear in full in the minutes, either by verbatim inclusion or by attachment. Both resolutions and minutes are permanent records, and if the resolutions are not included in the minutes, the signed, sealed original copies must also be retained as separate permanent records

The Development Regulations are comprised of two (2) Chapters which can be accessed through the links below. Copies of the DRO are also available through the Clerk's office for a fee of $100.00

Chapter 17: Planning and Zoning (amended April 5, 2009)
The purpose of this Chapter is to establish patterns and to regulate the use of land and buildings based on the Master Plan.

Chapter 28: Zoning Ordinance (amended April 5, 2009)
The purpose of this Chapter is to encourage the most appropriate use of land throughout the Borough.

The conversation by people of pervious soils to non-pervious man-made surfaces produces increased runoff volumes and flows. This generally leads to serious physical problems; which are difficult and expensive to resolve. The impacts of these physical problems are manifested in soil erosion, sedimentation, flooding, washouts, backups or water conveyance systems, infiltration and inflow of storm water into sanitary sewers, loss of human life and damage to real personal property. The Borough of Lincoln Park lies within the Passaic River Basin, the state's most hazardous flood area, and the rivers and streams within the Borough are subject to frequent recurrent flooding which endangers life and damages public and private property. Encroachments in the flood plain increase the potential for flooding, and all development within the flood plain contributes to this condition by decreasing flood storage volume. To allow a continuation of development in the Borough without Stormwater Management that establishes regulations, outlines area wide policy, and defines criteria and guidelines for development of stormwater programs and facilities, could lead to even greater flood losses in the future.

This Stormwater Management Plan documents the objectives, standards and procedures to be utilized by the Borough of Lincoln Park in regulating land development, drainage planning and upgrading the existing stormwater system for the successful management of stormwater.

 

III. Flood Gauges: RAINFALL AMOUNTS LINCOLN PARK
The grant obtained by the Lincoln Park Police Department through the New Jersey State Police OEM, Army Corps of Engineers and FEMA has proceeded to the next stage. The gauges are up on the web and accessible to anyone. There are a total of five, the links are provided below. We hope this helps provide additional real time information to citizens during heavy rainfall or potential flooding situations. Please bookmark the links below.
