Captain Thomas E. Andrascik

Division's Commander

traffcopgort.gif Captain Andrascik was appointed in 1985 as a Patrol Officer. He also served in the Traffic Unit in 1990. In 1993,he was promoted to Sergeant and served in the Patrol Division. In 2003, Sergeant Andrascik was promoted to the rank of Lieutenant where he was in charge of Operations Division. In May of 2005, Lieutenant Andrascik was promoted to the rank of Captain and is assigned as the Division's Commander.

Lincoln Park Police Department's Technology

police_radio_1.gif One of the responsibilities of Captain Andrascik is the technology within the Police Department. Captain Andrascik believes that modern technology should be used to help solve and deter crime, as well as promote officer safety.

Accreditation

lightbar16.gif The Lincoln Park Police Department announced in February, 2006 that it will begin the process of accreditation through the New Jersey Law Enforcement Accreditation Program

The New Jersey State Association of Chiefs of Police is an Alliance Partner with CALEA, the national Commission on Accreditation for Law Enforcement Agencies. All law enforcement agencies accredited by the New Jersey State Association of Chiefs of Police are automatically eligible for CALEA Recognition.

Accreditation is a progressive and time-proven way of helping law enforcement agencies calculate and improve their overall performance. The foundation of Accreditation lies in the adoption of standards containing a clear statement of professional objectives. The accreditation process allows participating agencies to conduct a thorough self-analysis to determine how existing operations can be adapted to meet these objectives. When the procedures are in place, a team of trained assessors verifies the applicable standards have been successfully implemented

Accreditation status represents a significant professional achievement. Accreditation acknowledges the implementation of policies and procedures that are conceptually sound and operationally effective.

Additional benefits of Accreditation to the agency are controlled liability costs, stronger defense against lawsuits, and greater accountability within the agency.

The Chief has appointed Captain Thomas Andrascik as the agency's Accreditation Manager. The department anticipates completing the initial accreditation in an 18 to 24 month time period.

DWI Enforcement

drelogo7.gif Captain Andrascik is active in the enforcement of New Jersey's Drunk Driving Laws. He is a certified Drug Recognition Expert and assists Lincoln Park as well as other agencies in the detection of Driver's impaired by drugs.

The Drug Recognition Expert program and procedures were initially developed in the 1970's by the Los Angeles Police Department. This procedure trains officers to use a standardized twelve-step evaluation process that allows the officer to determine whether the suspect is under the influence of drugs, and to determine the category of drug that is causing the observable impairment. The twelve-step procedure also allows the officer to rule in or out many medical conditions, such as illness or injury, which may be contributing to the subject's impairment.

While the DRE procedure's main objective is driving under the influence (DWI) enforcement, the procedures have been applied in probation and parole, drugs in the workplace issues and other areas where accurately identifying the drug-impaired individual is relevant.
