The
Detective Bureau conducts follow-up investigations of all criminal matters
committed by or against adults and juveniles. Detectives assigned to this
division also initiate criminal investigations through the use of
informants and other investigative tools. They review all police reported
incidents and correlate information as it may pertain to open
investigations. They work closely with neighboring police agencies as well
as county, state and federal law enforcement agencies.
The Detective Bureau is a
unit within the Support Services Division. Additional investigation is
required in order to understand fully the scope of the criminal act,
identify the actor or actors responsible and develop information for a
successful prosecution. The community demands that criminals be brought to
justice to answer for their crimes and offenses. In accordance with the
above stated needs the Detective Bureau, within the constraints of
available time and manpower, is charged with these additional
responsibilities:
-Obtain
and execute search warrants.
-Obtain and store stolen property.
-Prepare investigated cases for prosecution and assist
in their prosecution.
-Develop & maintain sources of intelligence
information pertaining to criminal activity within the jurisdiction of the
LPPD.
-Develop, secure and store evidence relating to
criminal matters.
-Dispose of evidence and property held by the Lincoln
Park Police Department.
-Perform other investigative duties as assigned;
(pre-employment background investigations, ABC license investigations,
firearm applications investigations, etc.)
Any other duties and
responsibilities as designated by the Chief of Police or as outlined in the
General/Special Orders of the Lincoln Park Police Department. Investigate,
apprehend and prosecute juvenile offenders.

TRAFFIC BUREAU

The Lincoln Park Traffic Bureau is
responsible for many different duties within the Borough. Among the
responsibilities are:
* Speeding complaints and speed surveys
* Parking, speeding and other moving violations
* View obstructions
* Work zones and roadway hazards
* Pre Construction traffic impact studies
* Serious motor vehicle/ Fatal Motor vehicle crash investigation and
reconstruction
* Strategic placement of the department's two VERMAC speed and messaging
trailers
* Supervising the Borough's school crossing guards and tow services
* Drafting traffic related Borough Ordinances
* Police fleet vehicle maintenance
There are several safety
programs available to the public. The officers in Traffic are able to
perform child seat inspections, conduct bicycle registrations and present

CLICK-IT OR TICKET
From
May 19 – June 1, 2008, law enforcement officers from the Lincoln Park
Police Department and throughout New
Jersey increased enforcement and education of the
state’s Primary Seat Belt Law. The enforcement and education campaign comes
as part of the nationwide Click It or Ticket mobilization.
The goal of the program was to increase the
statewide safety belt usage rate to 94%.
The current safety belt usage rate in New Jersey was 92%. A goal that was
achieved! On an even prouder note, seatbelt usage in Lincoln Park increased from 94% to 98%.
In 2006, there were 773 motor vehicle fatalities
in New Jersey,
a large percentage of which were not wearing a safety belt. Safety belt use
saves lives and prevents injuries. Between 1975and 2000, safety belts
prevented 135,000 fatalities and 3.8 million injuries nationwide, saving
$585 billion in medical and other costs.
Safety belt use is especially important for teens
and young adults. Motor vehicle crashes are the leading cause of death for
people age 15 to 34 in the United
States.
During the mobilization period from May 19 – June
1, the Lincoln Park Police Department and other police agencies conducted a
zero tolerance safety belt enforcement campaign. In addition, concerted
efforts are going on locally and statewide to raise awareness about the
importance and life-saving benefits of safety belts.
During the campaign, The Lincoln Park Police Department
issued 111 summonses for failure to wear a seatbelt, 5 summonses for
failing to have a child properly restrained, 7 summonses for driving with a
suspended license, and 67 summonses for other moving and non-moving
violations. In addition, there were 3 arrests made for outstanding warrants
and 2 arrests for Driving While Intoxicated.
KEEP KIDS ALIVE DRIVE 25!
The
Lincoln Park Police Department is now participating in the Keep Kids Alive
Drive 25 campaign to protect the pedestrians of our town. The goal of our
Keep Kids Alive Drive 25 campaign is to educate the motorists of our town
about the increased risks of injury and death not only to occupants of
vehicles but also to pedestrians. Keep Kids Alive Drive 25 is a friendly
reminder to slow down in a fast-paced world, as well as an invitation to
take personal responsibility for your driving behavior.
According to the NATIONAL HIGHWAY TRAFFIC SAFETY
ADMINISTRATION (NTHSA), almost 175,000 pedestrians died on U.S.
roadways between 1980 and 2005. 4,881 pedestrians died while walking in
neighborhoods or crossing streets in 2005. 500 of these deaths were
children under 14 years old.
Motor vehicle crashes are the leading cause of
death for children of every age from 2-14 years old. More than one-fifth of
children between ages 5 and 9 killed in traffic incidents in 2006 were
pedestrians.

SPEED SURVEYS
The
Lincoln Park Traffic Bureau conducts speed surveys of streets in our town
so that available officers can be most efficiently allocated to reduce the
problem of speeding within our town.
First, we conduct the
computerized survey to see where and when there are problems of vehicles
traveling at excessive speeds. Then we warn drivers, usually utilizing our
electronic message trailer. Lastly, we enforce the speed limit by issuing
summonses.

Over
the Limit, Under Arrest!
The Lincoln Park Police Department received a
$5,000.00 grant this year from the New Jersey Division of Highway Traffic
Safety. This grant was exclusively to put extra officers on the road during
the campaign, which ran from August 15 to September 1. The campaign, which
involved not only zero tolerance towards Driving While Intoxicated but also
included public education, through press releases, media interviews and
signs posted around town. During the campaign, the Lincoln Park Police
Department made 1 arrest for Driving While Intoxicated. This is indicative
of our department well known reputation for strict and aggressive
enforcement of this very serious offense

Lincoln Park Police Record
Bureau is responsible for the day to day records of the police department.
The Records Bureau is also home to almost 100 years of police and criminal history
within the Borough of Lincoln Park. The Bureau is staffed by Senior Records
Clerks between the hours of 8:00 a.m. and 4:00 p.m.

- FIREARMS REQUESTS
In order to obtain a firearm, you must meet eligibility requirements and
comply with the statutes that govern firearms purchases in the State of New Jersey. All
firearms applications for residents of Lincoln Park are handled through the
Police Department's Records Bureau. If you need guidance with the

Firearms Application Process and Requirements
The process begins with making application
for a Firearms Purchaser Identification Card and requires you to submit to
a background investigation by both state and federal agencies, supply
references, be fingerprinted, and consent to a mental health records check.
There are two types of
purchase permits in New Jersey,
the Firearms Purchaser Identification Card and the Permit to Purchase a
Handgun. If this is your first time buying a firearm, you will need to
apply for both. This is accomplished using the same application form (Form
STS-33).
Applicants should anticipate
the process taking approximately twelve to fourteen weeks. Incomplete or
missing information may delay the process, as will the failure of your
references to respond in a timely manner.

FEES FOR APPLYING FOR FIREARMS ID CARDS AND PURCHASE PERMITS
$60.25 Money Order, Cashier's Check or
Certified Check made payable to "Division of State Police - SBI".
This fee is required for fingerprint processing by the NJ State Police and
the Federal Bureau of Investigation.
$5.00 fee for the Firearms
ID card - This is payable to the Borough of Lincoln Park and may be either
a check or money order. This is a one-time fee because the ID card is good for
as long as you remain eligible to own a firearm in the State of New Jersey.
$2.00 for each handgun
permit
You will need one permit for each handgun you wish to purchase. This is
payable to the Borough of Lincoln Park by check or money order.
Note:
You cannot combine fees in one payment. Payment to the Borough must be
separate from payment to the state.
You will be fingerprinted
by the Police Department upon submission of your completed application and
fees. Fingerprinting is done on Thursday evenings between the hours of 7pm
and 8pm or by appointment. Please call the Police Desk at 973-694-5533 and
ask for Auxiliary Services to arrange for an appointment.
If you already possess a
Firearms ID Card and you are applying for a Permit to Purchase a Handgun, you
must submit the following forms:

Form STS-33 in duplicate
Check the box at the top of the form to indicate that you are applying to
purchase a handgun and enter the number of permits you are seeking. Pistol
permits are initially valid for ninety days and may be renewed for an
additional ninety days.

Form SBI-212A "Request
for Criminal History Record Information for a Non-Criminal Justice
Purpose". The fee for this is $18.00 - Money Order made payable to
"Division of State Police". (Form available at Police Dept.)

Form SP-66 in duplicate This
is the Consent for Mental Health Records Search which allows authorities to
check and see if you were ever institutionalized. $18.00 money order
(conditional)

PERMITS TO CARRY FIREARMS: If you are seeking a Permit to Carry a Handgun:
A permit to carry is required for any
handgun, concealed or not, and it must be renewed every 2 years. Only one
permit needs to be obtained for all such handguns.
In addition to meeting the
requirements of the Firearms Purchaser Identification Card and Permit to
Purchase a Handgun, you must also: supply proof of your familiarity with
handguns, include endorsements from three individuals attesting to your
good moral character and ability to exercise self-control, have a
justifiable need to carry a handgun,and
provide a description and serial number for every handgun you intend to
carry.
Issuance of this permit is
almost completely discretionary and New
Jersey has a policy of strictly limiting permits
to persons specifically employed in security work and to others who can
establish an urgent necessity for carrying guns for self protection.
